I have sailed from Galveston on Carnival(Breeze) with cheers and had to pay for drinks that first day. I have sailed from Galveston on Royal(Navigator of the Seas) with a drink package purchased and was able to use the package the minute we boarded BUT they did have a list of spirits that could only be served.
