GR70 unlocks primal ancients, but if your gear/paragon is not good enough running lower GRs can more efficient. Remember, after completing GR70 once, you become eligible to receive primal, even on a GR40. People usually say it's most efficient to complete the GR in 2-3 minutes, but personally I don't feel so bad if I run between 3-5 mins.
