The familiar is only ever capable of casting spells if they take the appropriate familiar ability. As a Wizard, you have a spell book. As a witch, your familiar is your spell book. The casting a spell thing is completely separate from that., I think a good example of some of the changes PF2e made to magical utility is the Knock spell. In 1e (and every edition of DnD I'm familiar with), it automatically unlocks any non-magical lock.
