Ryobi charger not working no lights

I have a 40v charger and battery. The battery is drained. I put it in the charger but nothing happens, not charging, no indicator lights, nothing. The irritating thing is I can't tell if it's the battery or the charger that has gone bad. There's nothing to indicate the charger is even operational or receiving power from the outlets.
