funnily enough, i think the best ice gear is 2 pieces malistaire + 1 piece waterworks (just for crit+block). the full ice malistaire set gives over 45% damage while full ice waterworks is like 34%. and mali still gives good resist/accuracy/hp. it's pretty hilarious.
